This is the time of the year when the County is starting its budget preparation for the next fiscal year which goes from October 1 to September 30 of 2014. As you might expect, many discussions are being held during workshops of the Commissioners Court to address some of the different needs that might compete for funding in the budget.

One such discussion concerns an expansion of our jail. We currently have the capability to house 244 inmates, including 48 females. On average, somewhere between 160 and 180 prisoners are in the jail at any one time, however on occasion this number has surged above 200. Since crime rate is directly related to population size, the County knows at some time in the future it will be necessary to expand the jail to handle the additional violators that can be expected.

Midland County in West Texas had this same requirement several years ago except their problem was more severe as the oil and gas boom in that part of the State had caused a sudden influx of additional people. Their jail was not capable of handling all of the arrested people and the County actually had to export prisoners to other jails at a significant cost to the County.

A design of a jail expansion was proposed to the County by an architect firm that increased the size of the jail by about 200 inmates at a cost of $37 million. Rather than accepting the design as presented, the County went to a Texas firm that specializes in helping law enforcement agencies. They asked the firm to look at the entire process of handling people arrested, the design of the proposed facility, and how inmates were handled once they were placed in the jail. To make a long story short, this firm was able to reduce the cost of the jail expansion by half, add an additional 200 spaces, and all with no increase in headcount in the jail facility.

This firm presented to our Court, and representatives from the firm and from our Sheriff’s office are already discussing mutual items of interest. The Court will vote on retaining this firm to be our consultant in this area.

Another area of discussion was fire protection in the unincorporated areas of the County. The cities of Rockwall, Heath, Fate, McLendon-Chisholm, Rowlett, Wylie, and Royse City all have fire departments and all are responsible for providing fire protection in their cities. However the County does not have a fire department and relies upon the cities to provide the protection for the unincorporated areas of the County. The County pays the cities for these services.

In the past, each city has been paid an annual lump sum payment that defied analysis as to why that specific amount was paid. It was not related to number of fire calls, distance traveled, number of structures protected, amount of area covered, or any other matrix that made sense.

Working with the City Managers and the Fire Chiefs of each city, the Court developed a method of payment based upon Number of Structures ( counts 65% in weight of the formula developed) in each city’s fire district area, the Land Mass being covered (20%), and the Number of Fire Calls (15%). The monies available from the County for each year is then allocated based upon the analytical formula developed. In addition, a readiness fee of $10,000 for each city in the County is also paid. The Court approved this system several weeks ago.

Another area of concern continues to be location of some County offices. The DPS license facility as well as the DPS Troopers have been located in the old JP and Library building on Fannin Street. The number of Troopers has increased since the facility was allocated and the parking for the License facility has caused concern for businesses on the Square. Likewise the location of the Tax Assessors office on the first floor of the Historic Courthouse has also added to the Square parking shortage.

Discussions have been held on the expanded use of the County Services Building located on Whitmore Street to house these organizations. Sufficient parking is available, space is plentiful, and the moves can be made relatively easy and with little cost. The moves would reduce the downtown parking problems.

If you remember last summer when the State was going to an alternative health care system for Medicaid type payments, the 1115 Waiver program, the County was heavily involved in learning about the system and the impact it would have here in Rockwall County. We joined Collin and Grayson counties in a Regional Health Planning group (RHP 18) and were recently briefed on the results of the plan as we enter the second year. Things are moving along as projected; there has been no additional cost to the County for indigent health care; and some new programs, especially in the Mental Health area, are in the process of being introduced into organizations here in the County.

So now we find out that the entire Tsarnaev family (Dad, Mom, 2 sons & 2 daughters) started receiving government assistance as soon as they set foot in our country.  As political refugees they were entitled to settlement assistance from day one.  (Section 8 Housing, public healthcare, food stamps etc.)

Then their  stellar  older son impregnates and marries the daughter of a doctor, and this new little Muslim family receives 18 months of government assistance.  They only came off welfare after the naive young wife starts working 70 hours a week while husband Tamerlan stays home and builds bombs and plans to kill and injure the very Americans who have paid for his pathetic existence for the past 12 plus years.

Food stamps and other EFT transfer payments

Federal Pell Grants for both sons and most likely their daughters as well.  (That is $5200.00 per year for each son or daughter who attended a college.)

City of Cambridge also awarded a $2500 per year scholarship to the younger son.

Younger son also reportedly was receiving state college scholarship.

What did we receive for our investment:

• Older son was arrested for domestic battery on a former girlfriend.
• The mother was arrested last year for shoplifting $1600 in merchandise from a Lord & Taylor store.  Mother is facing immediate arrest for failure to appear regarding this matter.
• Then of course we know that the two sons combined to kill four people (3 Americans & a Chinese exchange student), severely injure 100 plus other people, carjacked another victim and only let him live when they found out that he was not an American citizen.
• Now we have the two pathetic parents who have returned to Russia and are claiming that their poor sons are innocent and are being framed by the same American government that allowed for their pathetic existence the past 12 plus years.

When are we going to put a stop to this madness??
